Fixes potential desync where ZNC marks channel as parted before server
confirms the PART, which could cause issues if the server never replies.
Add unittests and integration tests.
When Goguma connects to ZNC, it joins the joined channels again and
again, triggering flood protection.
Note: even with this fix, the Goguma+ZNC experience is still pretty bad
and requires doing something about repeating chat history
ZNC remembers that it should join these channels, and will join them after registration. But if client automatically joins some channels, we don't want it to be added to send queue before parts of registration itself (CAP, AUTHENTICATE), because server will just disconnect with "Registration timeout". After registration is complete, using /join still joins the channel immediately.
Only limiting this to joins, because server may request some input from user to finish registration, and joins are the ones which are prone to be sent automatically by client to cause issues.

Sometimes certain servers don't send a argument for modes which it
declared as ones which need an argument.
No released version is affected.

Some servers may send a colon even if the last parameter doesn't need it, currently this leads to issues with permission/mode tracking, as the core doesn't handle the colon properly.
This fix replaces reconstructing the parameter string with just passing a vector of the relevant parameters to CChan::SetModes() and adds overrides for CChan::SetModes() and CChan::ModeChange() that accept the vector instead.
Clean up uses of old CModeMessage::GetModes()
Deprecate old module hooks which accept mode as unsigned char.
SWIG handles unsigned char as int, but char as a string.
Before this commit, usage of HasPerm from perl modules required this:
either $chan->HasPerm(ord('@')) or $chan->HasPerm(ord($ZNC::CChan::Op)).
Now ord() is not necessary, and these calls work too:
$chan->HasPerm('@') and $chan->HasPerm($ZNC::CChan::Op).
Fix#1486
The trick is to set the value to "-" in controlpanel. Notice that
controlpanel supports wildcards, so this can be used to easily
reset all channels back to defaults if desired.
This reverts commits 27d78795a7 and
f27109f1b4. It was decided that the
functionality is provided by a separate module instead, to avoid
unnecessarily bloating the core.
To let modules know whether a client is currently in playback mode.
The clientbuffer module (#343) wants to update "last seen message"
timestamps in OnSendToClient() but it must avoid doing that while
in playback mode.
