It looks pointless and unused. I can only find one reference to it in here: https://github.com/znc/znc/blob/462dae523a31276f717fade712cb9ef7b87f3baa/CMakeLists.txt#L314

Isn't it possible to have it at the bottom of the main CMakeLists.txt, or just put it here (not the same as make install, though):
