Uli Schlachter 2dcf79cedc Move modtcl into modules/ ...

If you did ./configure --enable-tcl, tcl wasn't actually enabled because
--enable-extra was missing, That's less than optimal.

Just moving modtcl out of modules/extra solves this problem.
