It would be nice if there was a way to ban/prevent modules from being loaded without modifying the source, because the already installed module would be removed by hand or users would wonder why they get error messages while attempting to load modules.
The most annoying module which comes to mind at the moment is awaynick.
Update: @md-5 suggests in the first comment that it would be nice to also have list of modules that will always be loaded as it can solve the issue that many modules are hard to made global.

As an aside, I would love to see the reverse of this, a list of modules that MUST be loaded. Kindof solves the some-modules-are-hard-tom-make-global issue.

Now that I think about it, *modules_online would come to mind as what I want to load everywhere like *route_replies, because some IRC clients are stupid.
Oh, and I also increased the bounty again and I don't think I will increase or place it to anything in near future.
I'll stop spamming this issue for now.

After considering this, I'm against such blacklist.
If some module is bad, it should be fixed on our side, not by users force-disabling it individually
As for awaynick, @KindOne- tried to delete it in #439, but he failed (refused?) to explain users the reason why it was removed and to write truth in comments about it.
If someone wants to remove it properly, good.

And... awaynick is gone. (#663)
This blacklist isn't going to happen; if you have complains about specific modules, or other reasons why blacklist is needed, please say.

I could edit this issue.
Done. I must probably add bounty as the things wanted on this issue doubled.
