Remove connect_throttle module from extra
...
fail2ban does the job much better (and is based on connect_throttle btw).

Import SilverLeo's modtcl from znc-extra
...
The configure and Makefile stuff was taken from there, too. By default modtcl is
disabled, use --enable-extra --enable-tcl to get it.
