autoreply: check if the network is attached instead of the user
...
This fixes a bug where the autoreply message wasn't being sent if you
were attached to another network
Also allow loading this module as a network module

Import the autoreply module from znc-extra
...
This module automatically replies to queries and private notices if no user is
connected to ZNC.
Svedrin submitted an initial version of this module, but due to my own
stupidness I later rewrote it.
