d185d6f22d clang-format: switch tabs to spaces 
I like tabs, but I have to admit that spaces make source code more
consistent, because every editor/viewer tends to render tabs differently :(

33b0627d75 Add clang-format configuration. 
For now, it uses tabs like before, to make the diff easier to read/check.
One of following commits will switch it to spaces.

00b1a7eedf Use CString::StartsWith() 
Replace the use of deprecated CString::Equals(str,bool,int) by
CString::StartsWith(str,cs) which is more pleasant to read.

3f24f28736 Stop including FileUtils.h in any header 
This causes every piece of code which wants to use CFile or CDir to have to
include FileUtils.h. This causes quite some noise.

d0e3572afe Fix some more unsafe substr() calls 
All of these require at least a valid login to znc to cause a std::out_of_range
exceptions, some might not even be exploitable!

7efd863063 Import the adminlog module znc-extra 
This module logs events like failed and successful logins and IRC disconnects to
a log file and/or syslog.

Original module author is SilverLeo, thanks.
