00b1a7eedf Use CString::StartsWith() 
Replace the use of deprecated CString::Equals(str,bool,int) by
CString::StartsWith(str,cs) which is more pleasant to read.

963ecf6753 src/Utils.cpp: don't lie to --makepem 
I removed C, ST, L and O as certificate would be fine with just CN too
and the other variables are get from environment correctly.

a6716486c9 Fix modperl startup. 
User.h and Utils.h should not depend on each other, and instead of name
of default method need to have a function in CUtils, which hashes using
default method (such function is in CUser now)

02e42958f0 Make certs valid for 10 years 
Previously, a certificate generated with --makepem expired after a year which is
weird and pointless (come on, it's self-signed!).
