Alexey Sokolov d185d6f22d clang-format: switch tabs to spaces 
I like tabs, but I have to admit that spaces make source code more
consistent, because every editor/viewer tends to render tabs differently :(

Alexey Sokolov 33b0627d75 Add clang-format configuration. 
For now, it uses tabs like before, to make the diff easier to read/check.

psychon 46b70f654d Move the HTTP/IRC switching to CIncomingConnection 
This new class waits for the first line from the client and checks if it's an
HTTP request and then passes the connection on to the irc or http code.

Before this, the IRC parser handled this as a special case which wasn't as
nice-looking as this is. :)

psychon c4972caafe fail2ban: Add number of allowed failed logins 
This adds a new, second argument to fail2ban which is the number of failed
logins one is allowed before being banned. Each login attempt resets the
timeout. This value defaults to 2.

psychon b0994defb3 Add fail2ban module 
This is a slightly modified version of the connect_throttle from znc-extra.

If a login attempt fails, all further login attempts from that source IP are
blocked for some time (by default one minute).
