Always display unique SQLite engine.

bug 1187: set_magic_quote_runtime and get_magic_quote_gpc are depreciated and can produce notices from PHP 5.3.
Add a @ to avoid this notices.
This functions need to be removed with PHP 6

- template.class.php is included from functions.inc.php instead of common,upgrade,install (maybe later I will try to see the perf impact of compacting/compiling functions.inc.php together with the included files from itself)

bugged (r2297 was repeating new and old header).
By the way, I've also removed the replacement keywords. We were using them
because it was a common usage with CVS but it is advised not to use them with
Subversion. Personnaly, it is a problem when I search differences between 2
Piwigo installations outside Subversion.
