It's worth noting that the PanicBNC team seems to have done plenty of work in this area: https://github.com/PanicBNC-Dev/ZNC so their changes may be able to be reviewed and imported. Other changes they've made may also be worth adding, but I haven't reveiwed it/them in length.

You already can limit number of networks per user, and it's even the default...
If user reached the limit, they can't add any more networks.
