As per conversation with @DarthGandalf via IRC it seems like the crypt module does not trigger echo-message.

https://github.com/znc/znc/blob/master/modules/crypt.cpp#L401 causes https://github.com/znc/znc/blob/master/src/Client.cpp#L1233 and execution doesn't reach https://github.com/znc/znc/blob/master/src/Client.cpp#L1246

This causes messages that are encrypted to not be seen by the user.
