I upgraded my Ubuntu and all its packages and libraries and znc broke down.
libssl-dev is already the newest version (1.1.0f-2~ubuntu16.04.1+deb.sury.org+1).
libssl1.0.0 is already the newest version (1.0.2k-1+deb.sury.org~xenial+1).

Recompile ZNC. If you use ZNC from Ubuntu, then tell them their OpenSSL package is broken. There is nothing that we can do about this.
From the error message, it sounds like you went back to an older OpenSSL version... either that, or Ubuntu broke their packaging.
libssl-dev is already the newest version (1.1.0f-2ubuntu16.04.1+deb.sury.org+1).
libssl1.0.0 is already the newest version (1.0.2k-1+deb.sury.orgxenial+1).
Those version numbers are "funny". The text on http://deb.survy.org sounds like you are now using OpenSSL from Ubuntu, but from this web page instead.
Sorry, but there is nothing that we can do about broken openssl libraries. Complain to either Ubuntu or deb.survy.org.
