Dead LINKS - IRCops Commands #778

When I am connected to ZNC using slow connection from mobile phone it usaly disconnect and reconnect many times. Afther that I have for example 5-7 DEAD LINKS to znc.

In normal irc server operator can use KILL command to close dead links. I know that dead links expire
after 5 minutes. But when I disconnect from ZNC and 5 dead links still present, messages are
send to these dead links and never arive to me.

Please add some IRCop like commands.

KILL - Disconnect client from ZNC (admin can disconnect any client , users only itself)
CLOSEINACTIVE - Imediately send ping to all clients and if they not reply in short time close link.
(any user can close only its own links)
QLINE,ZLINE - I know that there is a BAN module but please add command for admin only to
add ability of BAN IP to connect. It is usefull for protecting server itself.

The closeinactve command perform this.
1.) Send PING to all USER links.
2.) Wait for reply for short time 15 sec. (PONG reply)
3.) If no reply arrive force close client link.

If client is active then reply imediately.

--- Alternative solution ----

Adding option to znc witch can be turned on or off by each user to PING own clients with this short
time ping after each client link disconnect. This prevent dead links and close them imediately after
User disconnect from bouncer. It prevents DEAD links and kill them efectively.

KILL: You already have disconnect
CLOSEINACTIVE: In znc1.7 this time is reduced and it no longer takes 5 minutes to detect this.
