I'm not sure when the stickychan module saves changes to disk, (Apparently stickychan saves only when sticking a channel) but after experiencing crashes due to other issues I reported, I've noticed that stickychan loads up channels I've unstickied some time ago. I've only been able to observe it saving to disk when I manage channels via the webpanel.

Version ZNC 1.6.2+cygwin2, Windows Server 2012 R2

I've only been able to observe it saving to disk when I manage channels via the webpanel.

ZNC only saves everything when you /znc saveconfig or change the config with webadmin or ZNC quites cleanly, so I think this issue is invalid in it's current form.

Better form could be "Save config time to time" or "Save config every user-specified time".
