"All Raw Traffic" needs a scope - are we talking about all raw traffic for one user's network connection, or for all of one user's network connections (i.e. all networks for a user), or are we talking about all traffic across the entire znc instance? That last one will flood a connection pretty quickly for a large ZNC instance with many users and networks...
(Scope definition on what you mean by 'all', please, if you could, at least for my curiosity/concerns)

All raw traffic by the current network. For example currently CAP negotiation and SASL are missing from raw output when you connect.

[22:50:47] <Mikaela> dan-: is https://github.com/mammon-ircd/mammon/issues/60 something known and others: is ZNC doing something wrong?
[22:51:53] <Mikaela> it looks like *raw is not logging everything such as CAP REQ?
[23:02:04] <KindOne> *raw does not log that stuff
[23:08:20] <KindOne> so stop playing with the *raw module, spawn a second copy of znc with a separate config and "znc -D"
[23:41:34] <dan-> Mikaela: I've replied with what I think the issue is. I haven't submitted an issue on ZNC yet because I haven't confirmed it, but that's where my suspicion is
[23:42:45] <Mikaela> dan-: but mammon should give me registration timeout in any case?
[23:45:22] <dan-> Mikaela: we don't do registration timeout at this point, but we can definitely look at it
[23:45:34] <Mikaela> I se
2015-12-21:
[01:45:17] <DarthGandalf> Mikaela: *raw shows the whole incoming data, but only it
[01:45:24] <DarthGandalf> it now can be fixed though
[01:46:29] <ZNC-Linker> [znc] Mikaela opened issue #1209: raw: show all raw traffic http://git.io/vEI3Z
Both logs are from #znc-dev and timestamps are UTC+2.
