these two modules should loop over their lists and take action for each user when they obtain OP themselves

Example:
giant netsplit happens, and when the bot comes back in, someone OP's it after a while.
The modules should recognize they have obtained OP's in a channel and look for anyone on their list to see if they are missing their op/voice status, and if so, take action.
