Merge modules_online to core? #529

I think it's a little like disconkick which had this operation recently, some clients (or scripts) whois users every time they open a query and without modules_online the request would just go to server which would say that such nick doesn't exist.

Alternatively helping would be https://github.com/znc/znc/issues/566 and https://github.com/znc/znc/issues/579 .
