And which encoding do you want by default?
Unfortunately, UTF-8-only is not the best experience when the client is configured for Latin1 or CP1251.
Especially, if it's the other client (of some other user on IRC)

It's entirely possible that new user already had their client to decode what they think is the best for them in case I think the current is the best possible one.
