I am not sure if global module would be a good idea as there is support for encryption, but as log module can be loaded as user module and users are probably to want savebuff on all their networks.

One use case for global savebuff could be ZNC providers who run git version and upgrade often. The providers page in wiki mentions some that use git, but I have no idea how often they upgrade.

Problems start when savebuff is loaded on multiple levels. Each instance is doing its job without knowing about the other instance(s).

Could it be possible to disable savebuff user level then or only allow it on single (the highest) level at time?
