Currently if *perform is loaded as user and network module, the user module cannot be managed from IRC.
When querying *perform at IRC, there is `execute` command which would be helpful to also have in webadmin.

Should it then send the commands to all networks when loaded as a user module?
As at IRC user-level perform only affects the network that you are currently on, I think that there should be drop-down menu for network selection or something similar.
Option to send perform commands on all networks wouldn't be a bad idea either as usually clients implement some kind of /allserv command which can be used to /allserv znc *perform execute.
