I run znc 1.2 on a server and have a user, that is connecting to freenode. Whenever the bouncer restarts, he gets kicked off freenode a couple of times with the message "EXCESS FLOOD". I suppose rate limiting isn't working quite right in ZNC yet?

Limiting is set to which values? Try to decrease them?
(After changing the values need to reconnect ZNC to IRC)
I didn't change them at all until now, but now that you've mentioned it, I'll try that next. Thx!
I think that solved the issue. Thank you!
