I would like to be able to set it up so that rather than disabling the channel after just a few minutes, it will continue attempting to rejoin the channel forever, maybe at a decaying frequency rate.

This is an issue with netsplits on EFNet; the ~5 minutes it attempts rejoining is not long enough.

You can just raise the "JoinTries" setting for your user to a very high number.
