debian stable is using cmake 3.18.4 (https://packages.debian.org/bullseye/cmake) and tried to compile https://github.com/znc/znc/commit/c5643d7185ea9c66bb66ab1a145a7fe40abee7d5 on bullseye:

CMake Error at CMakeLists.txt:290 (add_library) 
CMake Error at CMakeLists.txt:291 (target_include_directories)

with cmake 3.25.1 compile is running fine
