Can watch module relay messages or any other modules ? #1001

I would like to know if watch module can relay messages between different channels on differents networks ?
Or If any other modules can do that ?

And if not how its possible to do something like that ? Modpython ?

I have something to do that with mIRC but I would like to make it directly inside my znc:

on *:text:!help*:#channel-source:{ 
  if $network == Network-source {
    scon -at1 if ($network == Network-Destination) && ($me ison #channel-destination) var % $+ cid = $!cid
    if %cid {
      scid %cid
      msg #channel-destination $1-
      scon -r
    }
  }
}

I'm trying to do this with: https://github.com/jaloji/znc-relay-modpython

But absolutely not sure what I'm doing here.
