agessaman faff312dac fix(cli): require neighbor.remove all to clear every neighbor
handle_command strips the line, so `neighbor.remove ` with nothing after it
never matched the "neighbor.remove " route and answered "Unknown command";
the empty and whitespace branches in _cmd_neighbor_remove were reachable only
from a unit test. Firmware (CommonCLI.cpp) clears every neighbour for an
empty key, which a stray trailing space can trigger.

- `neighbor.remove all` clears them all; a missing key answers
  "ERR: Missing pubkey. Do you mean `neighbor.remove all`?" and deletes
  nothing.
- An odd-length or over-32-byte key answers "ERR: bad pubkey", as firmware's
  fromHex does. Non-hex stays refused.
- Tests go through handle_command, the real entry path.
