agessaman a04a44089d fix(acl): a room never takes over rows already stored under its name ...

Codex confirmation round: after a delete whose ACL cleanup failed, a room
created on that key and renamed to the deleted room's name took over its
leftover rows. Names are unique, so no live room holds the label a
rename takes or a new room gets; a rename (before taking the label) and
create_identity now drop every row already stored under it.
