agessaman 5347b2365a fix(mqtt): a filtered broker is not an absent one ...

publish() skipped a connection whose disallowed_packet_types covered the packet
without recording anything, and the empty results list is how the same method
decides no broker was reachable. A node with healthy, connected brokers that all
filter a type therefore warned "No active broker connections" for every packet
of it -- loudest for exactly the common types someone would choose to filter.

Record the deliberate skip, so the warning fires only when nothing was
reachable. publish_mqtt already does this for its own intentional skips; this is
the same idiom one method up rather than a new mechanism.

The disabled-connection branch was never affected, which is why the warning
looked correct in a node with a broker switched off.
