Describe the bug
After exporting Tiles from OSM all the files are an error image with code 403.
Here the 403 details from OSM Wiki
---If the tile mentions the more general "not following the tile usage policy" then review the tile usage policy closely.
Your application may be overwhelming our servers and hitting limits for a variety of reasons.
Misidentification: all tile requests must be identifiable to a particular website or application. For websites, #Referer is required. For applications, requests must contain a proper, unique and identifiable User-Agent. Incorrect, spoofed or non-existent identification may result in rejected requests.
Scraping: fetching too many tiles for an extended period of time is considered bulk downloading, which is not allowed. If you wish to copy/back up map data, consider downloading Planet.osm or its regional subsets instead.
Lack of rate-limiting: downloading tiles too quickly affects servers' ability to provide tiles to others in a timely manner. If your application is known for that behavior, it may be blocked.
No caching: downloading the same tiles repeatedly, due to improper response caching, can also result in blocking. Make sure no Cache-Control: no-cache or Pragma: no-cache headers are present.---

Same experience as stated above. I even tried "rate limiting" my download to 5 tiles per second. Same result. . .

I just tested it with 1,800 OSM tiles. They all got loaded. Don't go to crazy with downloads. Load them step by step and if needed, adjust the rate limit. Something else I noticed during development and testing is that a fresh IP address can help.

I also just added that you can override the default user agent. Maybe this will help too: https://github.com/Cyclenerd/offline-map-tile-downloader/releases/tag/v1.1.0

Here's another update. With version 1.1.1, there are new rate limits and a new default user agent. Please let me know if these changes work for you.

For anyone still following this project: After downloading the latest version to date (1.1.1, I believe), I could not get the Windows version to run in PowerShell at all. No matter what I tried, it was one error message after another. Just for kicks, I tried it at a regular command prompt, and what do you know, it actually worked! In an effort to avoid getting blocked by Open Street Maps I used the following subcommands to slow the tile downloads waaaaay down "-max-workers 2 -rate-limit 3". I am currently downloading approximately 67,000 tiles encompassing the entire state of Virginia and surrounding borders. As I am writing this update, I have downloaded roughly 10% of the total, and proper map tiles are still flowing.
NOTE TO @Cyclenerd: For Windows users, I think you might need to update this portion of your front page documentation, as PowerShell does not seem to work as described -
