This allows Canadian users (and others) to get more accurate forecasts using their regional weather models instead of the global blended model. The change is fully backward-compatible — existing installations work unchanged.

- Cleaned up .gitignore to only include necessary entries.
- Updated config.template to include new settings for location management.
- Added SQLite database initialization and management functions in locationdata.py for saving, retrieving, and deleting locations.
- Enhanced map command handling to support saving and listing locations, including public/private visibility controls.

this enhances the sentry to optionally run a shell command you would create in the script/directory which will fire every time the alert fires. sentry_alert_near.sh and sentry_alert_far.sh are the needed files. it will error and remind you it cant find them.
this is a fail safe change to fuzzing the default location. This may change the way you use the bot today and should evaluate the change specifically test the auto alerts for proper data for emergency alerts etc.`fuzzConfigLocation = True`
