After reboot, channel slot #0 is set to Public although I configured a different channel there. Now I have two Public channels. #362

Describe the bug

I did delete the public channel. And added another channel in channel slot #0. And later restored the public channel -- in slot #11 it did end up.

After a reboot, slot #0 now is Public, slot #11 also is Public.

(But they do not seem show follow the same messages(!)).

Which device are you using

LilyGO T-Deck Plus

Which Firmware are you using

v0.9.14

(Don't know if it happenes every time. Reboot tests are too unreliable because https://github.com/dabeani/meshcoreterm/issues/355#issuecomment-6096656426 kicks in often as well, so I cannot reliably make a proper reboot at all.)

Another report:

After I had to do a hard power-off to recover from this, the channel I had in channel slot #0 was replaced by Public channel (but no second Public channel appeared in this case),

and all region scope assignments (channel assignments and default scope) were set to None.
