Unscoped flood: You can turn unscoped flood on or off from Mgmt → Channels and in the WebUI (advanced mesh option).
I found and tested the option, but I could not figure out what it does.
What does it do?
Channel messages are scoped or unscoped based on the channel scope setting, or when unset, on the default scope. The "unscoped flood" setting does not seem to influence the scope of channel messages.
Regards!

Good catch, this was a hidden section and is removed in v0.9.15 - this was only for testing and should not be released.
