Describe the bug

When GPS is disabled (but not when GPS is enabled but does not have a fix), when I go to the Map and scroll it, when pan it a distorted black-on-orange line "No GPS fix" appears at the top.

Fixed in v0.9.14

The map now shows GPS off or No GPS fix correctly, and the bar no longer gets covered by map tiles or leaves a stripe when you drag the map.
