Custom Content header in README needs increasing

docs/content.md needs adding to links at bottom of README

GitHub Actions name/title need to be consistent for displaying in UI

CI, Docker etc actions need path filters to prevent running on cosmetic changes (docs, actions etc)

Add Makefile to download instructions (wget) for easier maintenance
