Keep an import path on fresh installs.

The Import GitHub Data button is gone and the legacy config conversion only runs at boot. A fresh install that fills in Configuration has no way to import until a restart. Either keep the button or run the conversion when config is saved.

Only affects feature/matrix. On main the Import button was never removed. Closing.
