Settle the mirror_pairs.options shape before it ships in a release.

Once migration 0015 goes out it is a long-term commitment. Right now it has duplicates: includePrivate and privateRepositories, includeForks and skipForks, releases and mirrorReleases, starredReposMode in two places.

Not needed. mirror_pairs never shipped, and 0015 on main is the source provider migration. Closing.
