My apologies if this has already been raised, I looked through the repo and issues as best I could but couldn't find anything relating to this.
The web UI is using 12-hour time, and while I can read it just fine, it's not my preference, and I couldn't find a way to configure this. Figured it would make sense to include the option somewhere.

Turns out it wasn't even following your locale — timestamps were hardcoded to en-US, so everyone got 12-hour. Fixed in #346: times now follow your browser locale by default, plus a clock toggle in the header if you want to force 12h or 24h.
Will be in the next release — let me know how it looks.

v3.21.0 is out — times follow your locale now, plus the clock toggle in the header. Curious how it looks on your end. https://github.com/RayLabsHQ/gitea-mirror/releases/tag/v3.21.0

Ironically my browser locale appears to be set to en-US, so I was confused at first when it didn't automatically switch to 24h, but now that I know why I just set it manually to 24. I probably have the locale overridden for a specific reason that I've since forgotten so I'm not gonna try to change it back for now, but having the option to set it is all I wanted so this is fantastic! Thanks for the quick response and fix!
