Could be database issue resync database from settings :-) I'm new to this BTW but that's what I would try first as it looks like it can't acccess row

Table comments_categories is not standard. Certainly added by a plugin, like https://github.com/mistic100/Piwigo-Comments-on-Albums/blob/master/maintain.class.php Comments on Album
