Like for other applications, I used to install plugins in external folder.
For example fr the plugin ldap_login, I have something like the following.
A folder where I store all versions for the plugin :
/var/opt/piwigo/common/apps-available/Ldap_Login
I put each version in a sub folder with the version number, like 1.1, 1.2, 2.0, 2.1
Then in the folder /var/opt/piwigo/common/apps-enabled, I put a link to the expected version, like this :
ldap_login -> /var/opt/piwigo/common/apps-available/Ldap_Login/1.2.1/
Then, I just have to set symoblic links in the Piwigo instance to links put in /var/opt/piwigo/common/apps-enabled
But with this structure, the plugin is not detected by Piwigo. I must put the extension physically in the instance.
Could it be possible to mangae symbolic links to load extensions ?
Currently installed version 2.9.4.

The problem is in plugins.class.php : https://github.com/Piwigo/Piwigo/blob/master/admin/include/plugins.class.php#L293
I don't know why there is that restriction. You can propose a pull request to remove that test on symlink (or to make it configurable)

It works, but...
There is too many side effects everywhere. For example, plugins are using some functions to get location of files and load them with php. But, the resulting computed location is invalid.
So many be too dangerous to change this. I will continue to copy files in the instance.
I just try to do something in this class.
