I don't know, I need to make some tests. This is a problem I've seen from time to time, but I was never able to reproduce it properly.

increase privacy level of the photo (superior to the user privacy level)
use a photo from another album as representative, then make the "other" album private
delete the photo
None of these produces any issue.
I still can't reproduce the bug. I have tested:
1. increase privacy level of the photo (superior to the user privacy level)
2. use a photo from another album as representative, then make the "other" album private
3. delete the photo
None of these produces any issue.

In the same area, but possibly as a different issue, if you make a photo a representative of another album, then delete the album containing the photo, the album for which the photo is a representative still retains that image as a representative image. Seen on piwigo 1.9.1 using the restful ws api. Not sure if the same occurs in the website version.

changed to more restrictive? and I assume it's with the level of privacy
