We need means of setting the default charset for IPTC metadata, and have PhpWebGallery convert from this charset to the charset of the template/database.
For example, I come from Poland, our characters don't exists in iso8859-1 charset, so I have to use a template with iso8859-2 encoding (didn't try UTF yet). Windows has it's own way and I use Windows programs to set IPTC metadata.... it uses Win1250 charset. So I had to write my own function to convert from Win1250 to iso-latin2 on metadata synchronization. It would be nice if the developers addressed this issue in an universal way, e.g. I set the encoding of the IPTC tags in config file, and PWG uses a universal charset conversion class to convert the tags for the user, so that they are displayed correctly on PWG webpages.

It sounds very related to http://piwigo.org/forum/viewtopic.php?id=16251 : I propose to have a $conf['iptc_encoding'] setting but it means that all your photos are using the same IPTC encoding.
