The summary says it all.
I have a network smb drive mounted with Ubuntu file explorer (the ones that comes by default with Unity).
While I can smoothly drag'n drop a smb file on imgur, I can't in Piwigo web form.
So it seems to me it is a limitation on Piwigo's side.

Note that you ought to test with multiple apps: Nautilus, Thunar, Eye of GNOME, gthumb... as there might be a difference. For example, Scribus is somehow unable to figure out drag and drop from Nautilus and Gthumb, but handles Thunar and EoG fine: http://bugs.scribus.net/view.php?id=12597
