I often reach a limit of Piwigo when it comes to previews. I'm talking about the pwg_representative files. For example when you upload an HEIC file, Piwigo generates a JPG pwg_representative as preview. That works only during upload. Not during synchronization, see #2078

We need a new action to re-generate previews. Plugin VideoJS does it for videos. We need it as a generic action for all files that needs a preview.
