HTML album description not returned by pwg.categories.getList #2084

Here is a test example of HTML album description:

The album is presented properly on a web browser:

But the description (comment value) is not provided as it should when $conf['allow_html_descriptions'] = true as shown below:

The API method pwg.categories.getList returns the description as if $conf['allow_html_descriptions'] = false. In addition, as mentioned in #1949 , the non-HTML description is incorrect. So HTML album descriptions are always incorrect.

Why should albums be managed differently than images? As long as `$conf['allow_html_descriptions'] = trueˋ, the API method should return the raw text, whether it contains HTML or not.
