pwg.tags.getImages silently ignores invalid tags in tag_mode_and mode #1752

Given a call to ws.php with the following parameters:

format=php
method=pwg.tags.getImages
tag_name[]=tag1
tag_name[]=tagA
tag_mode_and=true

If the call is made and tag1 does not exist, that is ignored and all images with the tagA are listed. This behavior doesn't quite make sense with tag_mode_and set to true; I would expect an error message stating that the tag doesn't exist.
