When having lots of photos to handle within an album, most of the time it is more than 2 pages high. This implies having to go back and forth to have pagination (currently at the top of the page) and actions (at the bottom).
Having both actions and pagination replicated on top and bottom of the page would prevent this permanent scrolling when having to deal with lots of photos within an album.
This replication is often advised as an accessibility feature on web sites.
