[Plugin Manager] When 0 plugin active the page don't display anything #1321

When we arrive on the plugin manager the filters are set to see active plugins but when there is 0 active plugin the page displays nothing which is not good for the UX.

When there a no plugins activated we should set the filters to show all plugins.
