Version: 2.0.9

In the related topic the database configuration includes:
define('PHPWG_INSTALLED', true);

define('PWG_CHARSET', 'iso-8859-1');
define('DB_CHARSET', 'latin1');
define('DB_COLLATE', '');

instead of utf-8
and the result is a lot of failures and undone translations.

Steps to reproduce: Complex to do, need and old MySQL version.
=> Installation and upgrade need to test MySQL Version by a

SHOW VARIABLES;

Do not install or upgrade if version is not at the prereq level.
