Some plugins have a settings page, but this page is only for webmasters, not for administrators. With Piwigo 11 and the Has Settings: true header parameter, activating the link is more straightforward but less flexible. As suggested by @ddtddt a Has Settings: webmaster would keep things simple (without breaking the new header parameter).
