Currently trigger_change for render_element_name only passes the name of the image.

It would be helpful to pass the whole $info so that we can use data (e.g., creation date) in $info to modify the image title:

trigger_change('render_element_name', $info['name'], $info);

This is like what trigger_change for get_thumbnail_title does:
